The start of each two-year legislative session brings the chance to introduce and renew measures that shape Pennsylvania’s laws and policies. The journey from bill to law is detailed and involves significant input from constituents, community leaders, local officials, stakeholders and fellow legislators. I take pride in having worked to enact the following pieces of legislation.
Legislation Signed into Law
- Act 143 of 2024 – Improves services for Pennsylvania’s deaf, deafblind and hard-of-hearing communities by modernizing requirements for certification and expanding access to sign language interpreters in Pennsylvania.
- Act 24 of 2024 – Enhances Pennsylvania’s manufacturing industry by establishing the Max Manufacturing Initiative Act to offer grants and loans to eligible applicants involved in advanced manufacturing. The act enables state universities to collaborate with engineering firms to enhance research, foster business partnerships, produce high-value products and create well-paying jobs.
- Act 61 of 2024 – Promotes freedom for drivers while simultaneously upholding essential safety standards by allowing doorless driving in Pennsylvania for vehicles such as Jeeps and Broncos.
- Act 1 of 2023 – Supports those fighting breast cancer by eliminating all costs (including co-pays, deductibles and co-insurance) associated with screening breast MRI, breast ultrasounds, and BRCA-related genetic testing and counseling for individuals at high risk for hereditary cancers who are insured under Pennsylvania law.
- Act 3 of 2023 – Improves safety and emergency preparedness in child care facilities by making necessary technical changes to Act 42 of 2022, which requires interconnected smoke alarms in family child care homes.
- Act 28 of 2022 – Streamlines compliance with Pennsylvania’s boating registration requirements by aligning the Pennsylvania Fish and Boat Commission’s boat registration period with the calendar year.
- Act 161 of 2022 – Improves oversight of the Pittsburgh region’s 200 miles of waterways by updating the structure of the Port of Pittsburgh commission board.
- Act 55 of 2021 – Supports veterans and their families by increasing the voluntary donation amounts to the Veterans’ Trust Fund when applying for or renewing a driver’s license, ID card, or vehicle registration. The fund provides housing, food, training, recovery, and other needs for our nation’s veterans.
- Act 89 of 2021 – Honors veterans and ensures proper upkeep of veterans’ graves by providing for the placement, replacement, and collection of flags.

- Act 28 of 2025 – Addresses a longstanding safety and environmental concern along Pennsylvania’s waterways by giving state and local authorities the tools to deal with abandoned and derelict boats.
- Act 103 of 2024 – Reduces dangerous driving behaviors and improves road safety for all Pennsylvanians by strengthening penalties for reckless driving and illegal racing on Pennsylvania’s roadways.

- Act 141 of 2022 – Promotes fairness within the construction industry by increasing penalties on public works contractors and subcontractors in Pennsylvania who fail to use the federal government’s E-Verify system to confirm that their employees are authorized to work in the United States.
- Act 112 of 2022 – Honors Pennsylvania veterans by providing those who have served in both Afghanistan and Iraq with the opportunity to apply for a specialty license plate.
Robinson Bill Language Included in State Budgets
- Promotes public access to waterfront properties by encouraging private investment through the expansion of the existing Pennsylvania Waterfront Development Tax Credit Program.
- Helps agencies protect neighborhoods from violent crime and drugs by establishing the Law Enforcement Recovery Grant Program to ensure that agencies across the commonwealth have the resources needed to properly serve communities and save lives.
- Increases job growth and long-term economic investment by expanding the existing Film Tax Credit Program to encourage multi-year commitments from studios that choose to film in Pennsylvania.
